Those are questions we will collect as much information as we can about now,” Rear Adm. John Mauger of the First Coast Guard District said Thursday. On Friday, the Coast Guard said all of the agencies involved are trying to determine who has the authority to lead an inquiry, which is sure to be complex because of the international nature of the mission.
