Kyle Morell tapped to be new Scandia city administrator A city administrator who has worked in Hinckley, Clara City, Columbia Heights and Inver Grove Heights has a new city to add to his résumé.Kyle Morell, Hinckley’s city administrator and city clerk since 2010, on Tuesday was appointed Scandia’s new city administrator.
